Buyback and burn

Fees from every token launched on Cinder go into one pot. Once a day it buys and burns the tokens that rose the most on real volume. Growth is measured on a time-weighted average, not a spot price, and no token can receive more than the fees it generated, so pushing a thin market to win a buyback costs more than it returns.
